Pashinyan about pre-war negotiations and "avoiding" the war:

The idea that a flexible foreign policy could have avoided this war is being constantly circulated. Those [former officials] who believe in this thesis must answer at least one question: as a result of their "flexible" policy, why was it not possible to avoid the war of 2016, which was preceded by the unprecedented escalation of 2015 and 2014?
The "flexible" policy adopted by Armenia for many years led to the introduction of Russian proposals in January 2016, which proposed the return of 7 territories (5 + 2) without any legal status for Nagorno-Karabakh.
Why did Russia make such an offer? For one simple reason, as a result of Armenia's "flexible" policy, the Madrid process had come to a standstill because Artsakh could receive a Status outside Azerbaijan only with the consent of Azerbaijan.
It was obvious to Russia and everyone else that Azerbaijan would not agree to this, so it was necessary to find ways to break the deadlock.
And, by the way, if certain people claim that Armenia's foreign policy after 2018 was not sufficiently pro-Russian and this was the reason for the war, then why in the conditions of the "sufficiently pro-Russian" policy of 2016 were Russian proposals born and why did the April war take place?
There was only one way to prevent this war: return the regions and forget about Artsakh's legal status. Now, after the war is over and we know the outcome, the number of supporters of [giveaway of 7 regions] is growing. What they forget is that if we gave away the lands to avoid the war, we would have the same situation in Syunik borders. They used to accuse us of "selling lands" [he means the contradictory statements like Nikol sold the lands, and why didn't Nikol sell the lands earlier to avoid the war].
The biggest failure by the supporters of the "flexible policies" is that they spent years trying to avoid a war instead of preparing for it. Our biggest failure is that we weren't able to recover enough embezzled public property in the past 2.5 years to help us better prepare for the war.

Vazgen Manukyan

20% share in Lorva Amrots Ltd which plans to operate two hydro-power plants on Dzoraget river. Manukyan purchased the shares in 2011 after being appointed by Serj as the head of the Public Council.
In 2015-2016, he owned 30% shares in Vanavka Group. In 2015-2017 he had 30% shares in Jermakunq Group. These companies extracted and bottled water. At the time, the director of these companies was charged with illegal bottling and causing ֏55 million in damages to the state. The corruption case was sent to the IRS, which terminated the investigation after "not finding a crime". The companies export the products mostly to Russia.
 

Arthur Vanetsyan

Vanetsyan is a poor boy, according to the public declarations database. But if you have time, take a look at the investigative report I covered in Ap29/2020 news, according to which Vanetsyan's family allegedly used offshore firms and owns mining shares. More on that here. Here is a Hetq investigative report.
Vanetsyan's father owns AV Group flower importing business. About a year ago, the police investigated several flower sellers near a stadium. An opposition outlet claimed that the sellers were "beaten and forced" to testify that Vanetsyan's father was running an underground business. This was never properly proven and the opposition's claim that Vanetsyan was about to be charged did not happen. The police confirmed that there was an investigation against several flower sellers. These flower sellers ended up hiring Vanetsyan's co-party-creator Arsen Babayan as a lawyer.
Vanetsyan's father owns 50% shares of A B Export oil import company that began operating in 2017. It was a minor player that quit the market in 2019. Vanetsyan's father also owns 60% of A B Trans transportation company.
In Nov/2019, CivilNet wrote about Arthur Vanetsyan's cousins' possible involvement with Zangezur Copper factory (massive business). The same offshore firm in Cyprus, which purchased Zangezur shares, was tied to Vanetsyan's cousins' another business in the same offshore.
Vanetsyan's cousins also own a Switzerland-based Exoil wholesale cooking oil and shipping company. In 2019 it had a revenue of $148 million (11 billion Rubles). The cousins don't do this business in Armenia.
Per 2019 registration, Arthur Vanetsyan himself owns one apartment, $10,000, and ֏1 million.
Media reported in May/2020 that Vanetsyan's cousin purchased a ֏300 million mansion in Yerevan, which was donated to then-new political party "Hayreniq", co-founded by Arthur Vanetsyan and Arsen Babayan (the guy who is accused of helping HHK to fabricate documents in 2018 to hijack the Constitutional Court by appointing HHK MP Hrayr Tovmasyan as a judge).
Arthur Vanetsyan's mother served as the chief of the personnel-management department in Serj and Pashinyan administrations, before quitting and working as Serj's aide.
Vanetsyan's wife owns Villa Montessori preschool in Yerevan. She also runs the Young Education Center Ltd.
 

ARF Ishkhan Saghatelyan

Pashinyan appointed Saghatelyan as Gegharquniq governor for a brief period after the 2018 revolution, when Pashinyan created a unity-government, represented by all political parties. The honeymoon soon ended and each party went their way.
Saghatelyan owns shares in i-mega Service Ltd. It's a tourism agency founded in 2006. It operates in Armenia, Artsakh, and Georgia.
Saghatelyan founded Navasar company and serves as director. It's owned by his father.
Saghatelyan family owns the Tsovasar hotel complex on Lake Sevan shores. It's 10,000 m2 (a hectare?).
As of 2018, Saghatelyan declared ownership of 8 pieces of land, 2 apartments, ֏18.5 million, $45,000, and €15,000.
Saghatelyan's father is the mayor of Gegharquniq's Geghamavan settlement. This municipality had recently sent a letter demanding Pashinyan's resignation.
Saghatelyan used to be a shareholder of Shiman Ltd which is no longer active.

The street demonstrations, organized by the former regime and its allies, continue. They demand Pashinyan's resignation and the appointment of their candidate Vazgen Manukyan as the Prime Minister for the duration of a year, after which they agree to hold new elections.
ARF leader Artsvik Minasyan said they don't plan to discuss snap elections with Pashinyan. "Right now, our only demand is Pashinyan's resignation. We demand SIS to immediately hold every criminal accountable". The demonstrators gathered in front of the SIS building to present the demands.

felony case: ex-HHK MP charged with armed attack on ex-IRS official

In August of this year, Russia extradited a former HHK MP Alraghatsi Lyovik to Armenia. He was wanted for allegedly burglarizing and shooting at a senior IRS official a decade ago. At the time, his case was "frozen". It was relaunched in 2018. (magic wand)
NSS says: suspect Lyovik, with the help of citizens AK and AN, organized an armed burglary against IRS Chief (?) Avetisyan in 2008.
AK was in the United States. In 2004, he stole $150,000 from jewelry shops in Los Angeles. He got caught but managed to flee to Armenia.
Once in Armenia, AK colluded with policeman AN to organize a similar criminal ring in Armenia.
[MP] Lyovik personally knew AK, and learned about their burglaries. Since Lyovik had bad relations with the IRS chief (victim), he decided to punish the victim by urging AK to burglarize his house. Lyovik revealed the plot to his brother-in-law, who happened to be the victim's personal aide. The latter gave all the personal habits and details about the victim to the burglars.

Azerbaijan received criticism for refusing to allow search teams to enter the Hadrut region yesterday. They also prevented UNESCO from checking the status of several Armenian cultural sights, after complaining that UNESCO was "biased" against Azerbaijan during the war.
HR Ombudsman: Any untrue information can not be a reason to disrupt the humanitarian process [referring to unconfirmed rumors on social media that Armenians opened fire at Azeris in Hadrut. An unofficial Iranian social media channel claims 3 Azeris were killed but due to an internal fight.]
The Human Rights Ombudsman also criticized the Azeri troops for installing a provocative "welcome to Azerbaijan" sign on part of a road that went under Azeri control near Syunik borders. The Ombudsman says it's meant to intimidate the locals.

Parliament votes: BHK MP Naira Zohrabyan's chairmanship

Context: BHK MP Naira Zohrabyan referred to the majority of Armenian voters as human trash *(or as she says: impure), and called for the establishment of forced re-education camps so people won't vote for a "wrong party" again. The ruling QP party launched a process to terminate her chairmanship in Parliamentary Human Rights Committee. Read yesterday's thread for more details.*
QP MP Arthur: the law states that the Parliament can appoint and terminate the chairman. The termination of this seat does not require the same procedures as in the case of MPs and Judges. Armenian Constitution states that in Armenia, human beings are of the highest value, and inalienable human dignity is the inseparable basis of their rights and freedoms. MP Zohrabyan's public conduct is against it. //
The law gives the second-largest political party the mandate to appoint the chairman of this particular Committee. BHK, being the second-largest party, said they wouldn't appoint a replacement if Zohrabyan is voted out.
QP MP Arthur: per rules, if BHK refuses to appoint a new candidate, the largest (QP) party will receive the mandate. //

Parliament votes: registering parties becomes easier / ideology instead of person / financial transparency

The goal of this reform is to have political parties that are more about ideology and less about an individual. The reform will boost internal democracy within parties; it will expand the powers of the Party Assembly.
Parties will be required to add more anonymous voting mechanisms.
The law also requires more financial transparency.
The required membership to register a party is lowered from 800 to 300.
Some of the public funding given to political parties will depend on the % of female members in the administrative boards.

Parliament votes: monthly fees towards soldiers' recovery are raised

State regulators bust another price-fixing ring: fruit mafia

Yesterday, the Economic Competition Committee busted the egg industry's alleged price-fixing and anti-competitive practices. Today they say a similar collision was observed in the orange, mandarin, kiwi, lemon industry.

Lenovo slapped for "anti-competitive practice"

The Economic Competition Committee heard a petition filed by Oazis Computer company against Lenovo. The latter was issued a warning for anti-competitive behavior.
Public Regulator: "Lenovo" company had the ability to influence the process of importing Lenovo computers to Armenia from non-EAEU trade bloc countries. "Lenovo" took steps to reduce the import of Lenovo computers from non-EAEU states, by discriminating against Oazis Computer importer. Opening Statements
  • Pandemic is "once in a century" event that has affected everyone
  • Has received lots of heartbreaking/heartfelt letters and read some out of them in the meeting last night
  • Letters include concerns about family impacts and economic impacts, as well as the loss of life
  • Has phoned front line healthcare workers over weekend and sought out their advice
  • Has noted the hesitation of further restrictions before and focus on targeted measures. The vast majority of Albertans have worked to the guidelines
  • Spread is speeding up and is significant at long term care. We need to do "everything we can" to protect them. That requires dedicated work from the community
  • Must also protect healthcare system. Healthcare system is at risk, and Edmonton Zone is an example of the trade offs that now must be made. Other services will have to be put on hold if the trend continues, even with the spending in it
  • Measures below were not taken lightly. These are the "minimum restrictions needed" right now to protect healthcare system and avoiding widespread damage to livelihoods
New Measures
  • Declaring a State of Public Health Emergency in the province of Alberta
  • Series of mandatory measures also approved:
  • For social gatherings: No indoor social gatherings will be permitted in any setting and outdoor social gatherings will have a limit of 10 people
  • For funerals and weddings: 10 in-person limit and no receptions will be permitted
  • Social events have been one of the biggest driver of cases. Weddings and funerals are one of the biggest widespread drivers of transmission ("This is just a reality")
  • These social gathering restrictions are province-wide and can be subjected to fines
  • An emergency alert will be sent to all Alberta phones this week to make Albertans aware
  • Gatherings of worship services will be capped of 1/3 of Fire Code with mandatory masking if region is under enhanced status. This is now mandatory. This will be evaluated mid-December
  • Effective Friday, for regions under enhanced status, three temporary restrictions will be added at businesses and services:
  • (1) The following will be closed: banquet halls, conference centres, trade shows, concert venues, community centres. All levels of sport too, but must apply and have an approved exemption
  • (2) Retail businesses and services will be limited to 25% of occupancy limit
  • (3) Hair salons, personal wellness services, hotels, and professional services will be limited by-appointment
  • In-person dining and bars can continue, but must abide by guideline. Each dining tables will be limited to 1 household
  • Asking all workers that can work from home to do so. Government of Alberta will do so
  • These will be reviewed in mid-December
  • On November 30th, Grades 7-12 will end in-person schooling for 2020 and Winter break will begin December 18. In-person learning will be delayed until January 11, 2021

Back in July we learned that Nature Ministry issued a $200 fine to BHK leader Tsarukyan's Mkhart gold mine for operating without an environmental audit. The Ministry sent the case to prosecutors for examination.

85 reservoirs were built in Armenia during USSR. New ones are needed to solve the water shortage.
Vedi Reservoir is being built, since 2017, near the Ararat province's Vedi river. The $90m project is co-funded by France (75) and Armenia (15). It'll be completed by 2022.

4,000 hectares land in 8 settlements of Ararat valley will be auto-irrigated without electricity use. Part of these lands is already irrigated with Hrazdan river water. It remains to be seen whether the $90m project is "worth it".

Armenia was divided into 4 seismic zones after the 1988 earthquake. On the scale of 1-4, the Vedi reservoir is in the Level-3 danger zone. You're supposed to disclose your income and property if your spouse is a judge. Kocharyan's top lawyer Hayk Alumyan's wife Armenuhi Badiryan is a judge.
Alumyan hasn't filed declaration paperwork for 9 years. CivilNet outlet contacted the Corruption Prevention Committee (CPC). The CPC then asked Alumyan to explain why the docs are missing.
Alumyan claims his record contains attorney-related legal secrets that are protected under law, so he's exempt from the declaration.
CPC, citing a law, made a counter-claim. If Alumyan fails to submit the docs, CPC will launch an ethics hearing which could turn into a felony case.
CPC only needs the 2019 documents. "Our primary job is to prevent corruption and to give a person a chance to correct their mistake."
Alumyan is currently preparing the documents.

drone footage contradicts former police chief's claims

Ex-top-cop Vladimir Gasparyan allegedly assaulted Azatutyun journalists for filming his [illegal] Sevan mansion with a drone. He claimed the drone endangered his health and privacy by flying 10 meters away and intruding in his backyard.
The police investigated the drone footage and found that the drone was at least 40 meters above and "couldn't even identify people by face".
The police refused Gasparyan's petition against journalists.

You may remember that when the Emergency State was declared, per legacy law, the media was required to circulate only official info about the virus.
After prompt criticism about free speech, the govt quickly lifted the restrictions. Pashinyan would later complain that the removal of restrictions allowed conspiracy theories to aid the spread of the virus. Nonetheless, the restrictions weren't re-implemented.
 
The Library of Congress prepared a report about the fake news and how various countries dealt with it, and also mentioned the aforementioned process in Armenia.
It mentions another law drafted by Nature Ministry that could allow the Ministry to keep certain info secret from the public. Critics say it will hinder environmental activists' efforts, while the Ministry says it's needed to protect rare animals/plants by keeping their location/details classified.
The Library also mentioned a law that restricts the entry of foreign channels in Armenia's free over-the-air public airways, unless an agreement is signed first. The govt says it's aimed as "protecting the Armenian language" and "prioritizing programming in Armenian" by preferring Armenian channels over foreign ones.

Azeri tourist enters French municipality and makes a scene over Artsakh flag

Missing and Murdered Indigenous women
If you have spent any time reading about true crime, you probably know that American Indian/ Native American women go missing from the United States and Canada at alarming rates. On some reservations, women experience violence and are victims of homicide at 10x the rate of women in other communities. It is a complex issue with prejudice and jurisdictional issues playing major roles. If you want to know more about the root of these issues, I suggest Missing and Murdered” podcast by Indigenous Canadian journalist Connie Walker, who explains the issues much better than I ever could; that podcast is linked below. Today, I want to highlight the stories of some of these women, specifically those missing from the Yakama community.
Background
Washington state is home to the fifth largest Indian reservation in the United States, the Yakama reservation, which is home to the Klickitat, Palus, Wallawalla, Wenatchi, Whishram, Wanapum, and Yakama people. According to the US Census Bureau, only the Osage, Puyallup (also in Washington state), Navajo, and Choctaw reservations are more populous. The Yakama reservation is located in South Central Washington state, just south of the city of Yakima. Of the 31,000 people who live on the reservation, 11,000 are enrolled tribal members. Most people who live on the reservation claim Hispanic/Latino, white, or mixed-race ancestry, but Hispanic is by far the most common ethnic group. There are also small Filipino, Japanese, and Korean communities nearby. The Yakama reservation is located just south of the town of Yakima, Washington, a large farming community of 100,000 people. Apples, cherries, peaches, pears, and hops are all grown in the dry surrounding region. Harvest time brings thousands of migrant workers to the area, so the population is always in flux.
Outside of Yakima is the town of Union Gap (Pop. 8000), which is partially on the reservation, and partially off it. There are two other proper towns on reservation, Toppenish (pop. 8000) and Wapato (pop. 5000). Other small communities such as Satus, Harrah, White Swan, and Granger all boast several hundred residents each. All in all, the Yakama nation consists of 2,200 square miles of sprawling, rural land stretching from south central Washington nearly to the Oregon border. But from this unassuming patch of high desert and grassland, more than 30 Native women have gone missing/were murdered. If we add Native men to the equation, the number jumps to nearly 50 unsolved disappearances, deaths, and murders. If we add the deaths and disappearances of non-native people missing from the reservation, the number grows yet again. Although the land is vast, the tribal population is small. From my estimates over .5% of native people on the reservation are missing or murdered. Like many tribal communities, unemployment and poverty is common, appropriate housing is scare, and according to the tribal council "disregard for the rule of law and general civil unrest" as well as gun violence and substance abuse is common. In 2019 a youth curfew was instated after a particularly bad shooting.
According to the Washington State Patrol, the Yakama nation has the highest percentage of missing people of any Native community in the state, even though they are not the most populous. The FBI created a task force in 2009 to investigate the possibility of serial killer among the Yakama, but the investigation determined that a serial killer was unlikely, but not impossible. This was because the causes of death were so different from victim to victim. The investigation did close two cases on the reservation after DNA on both women linked them to a man serving life in an Oregon prison, but the man is not believed to be responsible for any other crimes in the inquiry. Whether a serial killer is loose on tribal land or not, this issue is complex and long standing and demonstrates how much substance abuse, domestic violence, and random crime affect the Native communities in this county at 10x the rate of other communities. Some progress has been made such as state bill 2951 which allows Washington state authorities to track cases and help investigate and search for missing individuals on tribal land. Because tribal lands are usually under federal jurisdiction, state authorities are not able to help, despite being more familiar with the area than the FBI. This is only one small step in the right direction and although awareness is growing, the epidemic of missing and murdered indigenous people will not simply go away. The mystery of vanishing people still stands.
Many people have heard of this epidemic, but few know the names of the victims; today it is time to change that. Below are the profiles of 35 women who are missing, murdered, or who have suffered mysterious deaths. For some of the women very little information is available. The list below is not necessarily complete. If you know of other unsolved cases let me know in the comments below.

Missing
Tiana Cloud went missing from Yakima on April 7th, 2018. She was 17 years old at the time. She may be in local area, and she may have been located. She is a Native female, 5'4 ft, 162 lbs., brown eyes and brown hair. She has large dimples. Tiana was last seen Yakima WA. Very little information is available. Yakima police are investigating.
Freda Knowsgun or Knowshisgun has been missing since October 18th, 2016. Freda was from Montana and was registered with the Crow Agency. In the months before her disappearance her family reported that she was acting strangely and began drifting around the Northwest and spending time in southern Washington state. Freda was still close to her aunt and talked to her children sometimes, but was distancing herself from the rest of her family. Freda was last known to be at a customer service desk at a Walmart in Kennewick, Washington. Freda used her cell phone to call a friend to ask for money. She wanted to travel back home to Montana to spend Halloween with her children. Freda’s friend sent her the money but the money was never picked up. When she called Freda 15 minutes later, Freda’s cell phone was disconnected and no one has heard from her since. She did not return to Montana for Halloween or for her aunt’s funeral in November and she was reported missing. Freda’s family believes that she was abusing drugs at the time of her disappearance and they believe that Freda’s new friends in the drug scene may be involved with her disappearance. Law enforcement has reported that Freda’s new friends have not cooperated with the investigation into her disappearance. Freda may have been seen in Billings, Montana in December 2016 and she may be traveling with a black male named Mike. Freda is reported to be a 34-year-old Native American female with dark brown hair that is waist length which she wears in a ponytail or high bun. She has brown eyes, a scar on her right elbow, weights 160 lbs. and stands 5’5” in height. She has the following tattoos: the names "Lyrical", "Trinity" and "Mason" on her back between her shoulder blades, the cartoon character Mickey Mouse with a basketball on her right calf, and a flower on her right shoulder. She may use the last name "KnowsHisGun" and many accounts refer to her by that name. Her case is being investigated by Crow Agency Bureau of Indian Affairs.
Rosalita Faye Longee disappeared from her grandmother’s home in Wapato, Washington on June 30th, 2015 at 10 pm. Rosalita who went by Rose was 18 years old at the time. She is an enrolled member of the Fort Peck Assiniboine and Sioux Tribes in Montana but had lived with her grandmother on the Yakama reservation since age 2. Rose visited her grandmother on the night of June 30th asking to stay with her but her grandmother refused as Rose was high on drugs at the time, and she had a rule that Rose could only live there when she wasn’t using. Rose may have been with friends at the time. Rose had struggled with addiction for years and had been in and out of rehab centers since age 16. This was the last time Rose was ever seen alive. Rosalita is described as a Native American female, 5’6”- 5’8” in height and about 130-140 lbs. She has black hair, brown eyes, pierced ears and lip, and scars on both wrists and both her chest. At the time of her disappearance she enjoyed taking photos and posting them on her Facebook page. Yakama Nation tribal police are investigating.
Roberta Jean Raines, 19 was last seen in Toppenish on July 10th, 2001. Roberta was with a man named Jose Merced Zamora at that time. In 2002, this man killed a teenage boy and fled the county going to Mexico. Roberta was apparently with him at the time. It was around this time that Roberta’s family realized they had not seen her in a while and they reported her missing. Jose was arrested in 2007 in Idaho and taken it custody for the murder of the boy. Jose Merced Zamora told the authorities that the last time he saw Roberta she was in Mexico and that they parted ways. Authorities do not believe this story. Roberta is described as Native American female, 5’2”-5’3” in height and 120 lbs. She has very arched eyebrows. Toppenish Police are investigating.
Karen Louise Johnley, sometimes referred to as Karen Johnley-Wallahee, was reported missing November 7th or 8th, 1987 by her cousin. She was last seen by a friend at the Lazy R Tavern in Harrah on the Yakama reservation. Karen’s cousin describes Karen as a 29-year-old female, five feet tall and 100 lbs. She was last seen wearing pink barrettes in her hair, a pink tee shirt, a Levi’s brand denim jacket, and white tennis shoes. She had long black hair and brown eyes. Her cousin expressed worried about the person Karen was last seen with. No pictures are available of Karen and she does not even have a Charley Project page. Tribal police are investigating. She remains a missing person.
Daisy Mae Tallman or Daisy Mae Heath age 29, was reported missing on October 29th, 1987. When her family was questioned it came to light that no one had seen Daisy since the end of August, 1987. Daisy’s sister remembers her as very independent, often leaving the reservation to visit friends and family on a different reservation in Warm Springs, Oregon, or leaving the area to go fishing. Daisy was a high school basketball player and was the youngest of 6 sisters who were all raised by their maternal grandparents. At the time of her disappearance, Daisy was staying with relatives in either Toppenish or White Swan. A year after she disappeared a set of keys and a backpack believed to be Tallman’s/Heath’s were found in a closed area of a reservation called Soda Springs. 7 years after her disappearance she was declared legally dead. One source mentions that one of Daisy’s sisters was murdered before her disappearance but I could find no corroborating source. Daisy is described as a Native American female aged 29 with black hair that extended down her back and brown eyes. She was 5’5’ and weighted 185 lbs. She also has given birth in the past. No pictures are available of Daisy and she does not even have a Charley Project page. The FBI is investigating. She remains a missing person.
Janice Marie Hannigan a sophomore at White Swan high school was the oldest of 7 children. In 1971 Janice’s parents had recently separated and Janice was living with her father in Harrah, Washington but visited her mother and younger siblings often. Janice was nominated to be Queen of the Veteran’s day parade in November 1971 and the newspaper even ran an article about her and the other nominated girls. According to her interview in the paper, Janice enjoyed beadwork, cooking, and watching football. A few weeks later on December 21st Janice was admitted to the hospital for the treatment of contusions on her head and torso. On December 24th she was released from the hospital in stable condition. The cause of Janice’s injuries, as well as the location she was treated at is unknown. Janice never made it home from the hospital; this was the last time anyone ever saw Janice alive.
Strangely, this was not the first time Janice had been reported missing. Janice may have been reported missing in February or March of 1971, although she was determined to be visiting relatives in Idaho with her father at that time. Because of this some agencies report that Janice went missing March 1st 1971 but that is not accurate.
Some agencies report that Janice is a possible runaway as she was upset about her parent’s separation, although Janice had never runaway before. One Law Enforcement office reports that Janice’s father is a person of interest in her case, but Janice’s sister Traci Clark denies this notion and says it is “not possible.” Traci was only 8 years old the last time she saw Janice, but she still looks for her big sister any chance she gets.
Murdered
Angela Marie Heath of Toppenish, aged 41 died on April 5th, 2019. Her death is an unsolved hit and run. Very little information is available. Washington state patrol is investigating. She may (key word may) be related to Daisy Tallman-Health located above.
Rosenda Strong a member of the Confederated Tribes of the Umatilla Indian Reservation in Oregon, was last seen on October 2nd, 2018 climbing into an acquaintance’s car, reportedly an older Nissan, heading to Legends Casino in Toppenish. Legends is an alcohol-free resort and Casino on the reservation popular with locals and tourists alike. Rosenda never returned from the Casino and sadly her body was found in a discarded refrigerator nine months after she was last seen in July 2019. Her death was ruled a homicide but no other details have been released. Rosenda’s sister said that at first tribal police did not take the disappearance seriously as Rosenda had past problems with drugs and they believed she would come home soon. Rosenda’s sister, Cissy Reyes nee Strong, believes that the murderers are the fellow tribespeople Rosenda was last with and complains that she still sees them “walking the reservation free” and refusing to talk. Cissy remembers her sister for her big, loud laugh and she hopes that someday Rosenda will get justice. The FBI is investigating.
Jedidah Moreno was last seen alive in September, 2018 by her family in the city of Yakima, which is not on tribal land. The 30-year-old was reported missing in late November 2018. Her body was found in early December and she had been dead at least a few days. She had died from a gunshot wound in a rural part of the reservation that was closed to non-tribal members. One report (a blog) claims that Jedidah was a member of the Yakama nation but no other sources state this, so take this information with a grain of salt. Her case remains unsolved. City of Yakima police and the FBI are investigating. Little information is available.
Linda Dave 39 of White Swan, was last seen alive in late 2016 or early 2017. On February 15th 2017, a woman was found dead under a bridge in Toppenish. It was determined that the woman died from a gunshot wound to the stomach and had been dead approximately six weeks. The woman was identified via DNA as Linda Dave. Linda was a mother and grandmother who enjoyed spending time with family, cooking, and dancing. She is the niece of Janice Hannigan, the first woman detailed in this piece. One local funeral home called Heggie’s has a website where people can share condolences to the family or stories about the deceased. In a cruel twist of fate one of the messages on Linda’s page is from murder victim Rosenda Strong. The FBI is investigating Dave’s case.
Minnie Andy was a 31-year-old Yakama woman who enjoyed fishing and swimming. Minnie was found beaten and close to death near 70 Egan Road in Wapato, Washington on July 9th, 2017. She had been badly assaulted earlier that morning and she tragically succumbed to her injuries at Astria Regional Medical Center in Yakima several hours later. Her cause of death was blunt force trauma. Christopher Lagmay was indicted for her murder shortly thereafter but he would be released from jail in 2019 without prejudice, meaning if new evidence arises, he could be re-tried. Her murder is still unsolved.
Destiny Lloyd, aged 23 disappeared on Christmas day 2017 from her home in Wapato. Her body was found in Harrah, Washington four days later. Initially, it looked like Destiny had died after slipping and falling on the concrete, causing a head wound but a full autopsy would reveal that her death was a homicide and that she died from blunt force trauma. Destiny worked at Legends Casino as a childcare worker. Her co workers remember her fondly and hope her case will be solved. The FBI is investigating.
Naoma George mother of six from Wapato, Washington was found dead in 2013 from trauma to her abdomen. Her death was ruled a homicide. Naoma was a traditional Yakama who did bead work and gathered traditional plants to keep the Yakama culture alive. Naoma was laid to rest in a traditional ceremony at the Longhouse surrounded by friends and family. Her case is unsolved and little information is available. Yakama Nation tribal police and the FBI are investigating.
Barbara Celestine aged 44 was a tribal member who lived in Wapato, Washington. She was found dead of blunt force trauma outside a housing project in town in 2013. Her death was ruled a homicide. The Yakama Nation police and the FBI are investigating the murder. Very little information is available.
Skeletal remains found in late 2008 in a remote part of the Yakama Reservation are believed to be those of a murder victim. The Doe was unknown until the FBI Seattle office mentioned the remains in early May 2009, when announcing the results of the FBI's approximately two-year-long analysis of reservation deaths which was spurred on by a March 2006 meeting with then-United States Attorney General Alberto Gonzales. Until that point the fact that a doe was found was not public knowledge. The bones were found in a remote area near the backpack of missing person Daisy Mae Heath (Tallman). In early May 2009, Special Agents were awaiting mitochondrial DNA test results on those remains, which they said then might be those of Daisy Mae Tallman/Heath. The tests were inconclusive and there was insufficient evidence to conclude that the bones belonged to Daisy. The FBI has not released further information on the remains. This Jane Doe is on no public databases (NAMUS, Doe Project) as far as I can tell. The FBI is investigating.
The triple homicide of Charmaine Sanchey, 47, Toni Marie Green, 43, and Steve Alvarado, 52 is still unsolved. Their beaten and stabbed bodies were found in a small trailer outside Toppenish on Jan. 16, 2003 by their landlord who came over to collect their rent check. He found the women dead in the bedroom and Steve dead in the main living area. The trailer was on the reservation but it is unclear which victims (if any) were tribal members. Authorities say that they have few leads and few suspects. Later, Charmaine Sanchey’s brother, Arthur Joseph Sanchey, was the primary suspect, but was acquitted of charges in July 2004. The brutal triple homicide is still a mystery.
Sandra Lee Smiscon did not die on the reservation but I believe her case deserves a spot in this piece. In the year 2003, Sandra was a 45-year-old mother of 3 children who split her time between Wapato and Seattle. After high school, Sandra got a job in a nursing home and mothered three children. After her personal relationships fell apart Sandra became lost and her children were placed in the custody of their fathers and other family members. She often traveled to Seattle and did odd jobs but was basically drifting around. According to her brother Walter, Sandra was a “party animal” who loved having a good time but sometimes let the drinking get the better of her. Despite her flaws he remembers his sister as a somewhat shy individual with a huge, bright smile who taught her younger daughter the art of traditional dance. Sandra traveled home regularly for family events and holidays but never stayed for long.
One day Sandra and her companions were sleeping near 4th and Yesler streets in Seattle when a man, angered by nearby fireworks shot into the homeless camp aimlessly, injuring a few people and killing Sandra. Her 2003 murder is still unsolved. Sandra’s name is part of the Fallen Leaves memorial, a place of remembrance for deceased homeless individuals as a way to give them dignity and a place to be remembered. Her case is still unsolved. The suspect is described as young man in his 20-30s with a dark complexion but of unknown race. Seattle police department is investigating.
Shari Dee Sampson Elwell age 30, had not been seen for weeks when her battered and sexually mutilated body was found in a remote area by hunters near White Swan. Her body was found during February 1992 in the middle of a blizzard. She had been beaten, mutilated, and strangled. Little has been done to solve her case and very little information is available.
Skeletal unidentified Native woman believed to be in her late 20s or early 30s were found on Feb. 16, 1988, near Parker Dam in Union Gap. Her cause of death has not been determined but her case has been ruled a homicide. She had been dead from 2-10 months. She is described as a Native female, 25-40 years old with dark brown hair that had been bleached light brown in the front. She was wearing lavender colored pants, a long sleeve shirt with a Mexican label, and brown bowling shoes, one with a black sole and one with a white sole. She was slight and short 4’11” to 5’1”. She is not Daisy Tallman/Heath or Karen Johnley. Despite her heritage she is NOT believed to be Yakama; she may be from Mexico and perhaps a migrant worker as her clothing had Mexican labels.
JoAnne Betty (Wyman) John the 44-year-old mother of eleven children, was reported missing on August 1st, 1988. A partial skeleton was a discovered in February 1991 which was determined to be John’s. Her cause of death was ruled “homicidal violence.” Little information is available in her case. The FBI are investigating.
Rozelia Lou (Tulee) Sohappy, 31, of Brownstown was last seen alive New Year’s Eve of 1988. Her partially clothed body was found March 13, 1989, in a remote ravine along the south slope of Ahtanum Ridge north of Brownstown. She was identified through dental records, and an autopsy concluded she had been strangled. Very little information is available.
Jenece Marie Wilson was 20 years old in August 1987. The young woman who lived in Toppenish, when to a party one night and then left the next morning to hitch hike to her boyfriend’s place in Sunnyside, Washington but she never made it. On August 9th a farmer found the body of a woman in his orchard which was so severely beaten it was hard to establish her identity. Dental records confirmed that the body belonged to Jenece and she had died from a blow to the head. In 2009, twenty-two years later DNA evidence was run through the system and there was a hit. The DNA matched an Oregon convict, Samuel Posada. Samuel had attended the same high school as Jenece but the two did not appear to know each other. He was arrested and charged with murder and rape. Strangely, Posada waived his right to jury trial but was acquitted of all charges by the judge in his 2011 trial. Jenece’s case has been cold ever since.
Babette Crystall Greene was 26 years old and lived in the town of Toppenish but was last seen in Yakima, Washington in October 1986. A member of the Warm Springs tribe in Oregon, her skeletal remains were found during the summer of 1987 off North Track Road near Wapato, Washington. Her cause of death is listed as “homicidal violence.” Very little information is available.
Clydell Alice Sampson age 25 of Klickitat had not been seen alive since sometime in 1984 when her skeleton was found by hunters near Hambre Butte, south of Granger, Washington in December, 1986. Her death was ruled a homicide and she died from a gunshot wound. Very little information is available; there are no pictures available of Clydell.
Mavis Josephine McKay was a member of the Confederated tribes of the Umatilla Indian Reservation in Oregon. She was 33 years old when she was found murdered in an irrigation ditch on August 13th, 1957 in Satus, a very isolated area of the reservation. Because her case is so old, very little information is available.
Mysterious deaths
Echo Kay Littlewolf was 31 years old when she was last seen alive. Echo is described as a tomboy who loved camping, animals, and being outside. Echo was homeless at the time of her disappearance and lived in a tent on the reservation but contacted relatives often, at least twice a week. She would pop into her parents’ or grandparents’ house to shower and do odd jobs for money for friends and relatives but always returned to her nomadic lifestyle. On August 15th, 2017 Littlewolf’s grandmother had not heard from her in a week and contacted Echo’s mother, Jeanette Osborne, who drove to her daughter’s campsite. As soon as she smelled decomposition, she called tribal authorities who found the body of Echo Kay Littlewolf. Her body was badly degraded due to the hot weather. Her death was ruled “natural causes” and Echo was cremated. Jeanette believes little investigation was done because Echo had used drugs in the past. According to Jeanette, her daughter’s body looked like she had been standing and then fell over after being hit with an object, nevertheless an autopsy was never ordered by authorities. Echo’s family now wishes she was buried and an autopsy could have been performed. Her suspicious death has never been solved.
Angela Babette Billy, 41, of Pendleton, Oregon was an enrolled member of the Yakama Nation. She also is known as Angela Shippentower and Babette Shippentower. According to the one article I could find Angela who went by “Babette” was a victim of domestic violence. Right before she went missing Babette confided to family members that her boyfriend was abusing her. Right after that her boyfriend left her to be with a woman he had been seeing on the side. Babette’s body was found in late May 2013 in the Umatilla River near Mission, Oregon. She had been missing for over a week. She was found by two people on horseback while they were conducting a private search for her. The area was accessible only by foot, horse or four-wheelers, from one side of the river. The area in which she was found was behind the home of her boyfriend’s new romantic interest. This woman, who remains unknown to the public, also had a reputation for drugs and violent behavior. Billy’s cause of death was drowning and while her death has not been ruled a homicide it is considered “suspicious” and not simply an accident. According to family members police did not take her disappearance very seriously at first- a mistake that may have cost Babette her life.
Alice Ida Looney, 38 of Toppenish was reported missing after she was last seen in Wapato in the early morning hours around Aug. 16 or 17, 2004. A hunter found her body Nov. 30, 2005, wedged under a tree on a small island in Satus Creek, about 12 miles southeast of Toppenish. Looney had family on the Cowlitz and Puyallup reservations. The FBI lists the cause of her death as inconclusive. High school and college athlete Rosy Fish, a distance relative of Looney’s, ran four races at a state track tournament (and won 3). Each race was dedicated to a missing or murdered female native relative of Fish’s, which shows the breadth of this issue. Fish’s actions have spurred other native athletes to do similar tributes. Looney’s death is still unsolved. Looney’s family also says they were never interviewed by law enforcement.
Teresa R. Stahi age 25. July 27th 1987 marks the day Teresa Stahi’s body was found drowned in a canal. Her clothed body was pulled from a fish screen in a diversion canal off Toppenish Creek south of Granger. An autopsy concluded she drowned and had been in the water less than 12 hours. The Yakima County Sheriff’s Office said it ruled out foul play. However, an FBI memo listed Stahi’s case as a “mysterious death matter.” Law enforcement now says her death is “inconclusive.” Very little information is available.
Sara Dee Winnier age 24 had recently moved back to the reservation after living in California. She was found at 3:30 a.m. July 22, 1985, sitting upright in the driver’s seat of a burning car off McDonald Road about half a mile from U.S. Highway 97. Her body was badly burned and the coroner used dental records to identify her. Winnier lived in a remote part of the reservation and worked at the Save More Grocery in Wapato. Her death is suspicious and unsolved. Little information is available.
Celestine Spencer, 21 sometimes called Celestine Yallup, of Wapato had been missing two weeks when her body was found at the bottom of a gully in a field off McCullough Road along the north slope of Ahtanum Ridge. She was found Nov. 11, 1982, at the bottom of a hill near a field. Her death while somewhat suspicious was determined to be hypothermia was deemed a probable accident. Celestine’s aunt was awarded custody of her son, Roland, who had some disabilities and various medical problems. Tragically, less than two years later Roland (age 3) disappeared in a child abduction in Wapato and has not been seen since. Lesora Yvette Eli was only 19 years old when a farmer found her fully clothed body along Parton Road near Toppenish on Feb. 2, 1982. She was face down in a drainage ditch. While the County Coroner’s Office listed the death as accidental drowning, FBI investigators claim it is a possible homicide. Her death has never been solved and very little information is available.
Sheila Pearl Lewis, a 33-year-old social worker who worked at DSHS in Yakima was found dead in August of 1980 near Parker Dam in Union Gap. An autopsy showed that she died of massive internal injuries most likely from being hit by a large car or truck. Even though her death is most likely a hit and run, it is classified as suspicious rather than a homicide. Sheila lived on the reservation. Very little information is available in her case.
What happened to these people? Is there a serial killer on the loose? Or simply an epidemic of violence towards women? Hopefully, these cases can one day be solved.

Highways and dead ends

The hunt for Xavier Ligonnès is enough to drive you crazy. It’s like looking for a lost object, a bank card for example, of which we can determine the exact moment of disappearance: we used it to pay, it was there, and the next moment it is not there anymore. Logic dictates that we look for it where we usually store it (a wallet, a handbag), then where it could be (a back pocket of pants, a hall cabinet), and the less we find it , the more we seem to see it everywhere. Faced with absence, the brain constructs images (the credit card in an office drawer, as a bookmark in a book, forgotten on the counter of the last store) but these are fictions or mirages; they encourage further research but they do not provide a solution. Xavier Ligonnès’s apparent volatilization follows the same logic and produces the same effects on the investigation. The more weeks and months go by, the more places to look get smaller. Emmanuel Teneur ends up leading the investigators to the Société Générale agency on Place Royale in Nantes, but the safe he holds there is simply empty. A request for information on Joven Soliman is sent to the security attaché for the French Embassy in the Philippines. He is a sedevacantist priest, a fringe of traditionalist Catholicism who considers the Pope to be an imposter. The attaché transmits the hours of mass where he officiates. A trip to the Philippines is being considered, but that would mean going to the other side of the world to look for a needle in the thousands of islands of the archipelago. If this track has never been closed, nothing has supported it to date.
Since we must push logic to the end, the investigators even contact the American authorities to corroborate or contradict the story of protected witnesses told by Ligonnès in his famous letter. The DEA has never heard of the individual, and the liaison officer based at the Miami consulate assures us that his last trip to the United States was in 2003: Ligonnès arrived in Florida on July 18 and left on August 22. The study of his entourage also did not highlight anyone capable of providing false papers to the fugitive, and if he had gone through a criminal network, the police believed that an informant would undoubtedly have warned them to protect himself.
Then there are the news reports: the portrait of Ligonnès goes around France, and even if he has undoubtedly changed his physical appearance, his hairstyle, perhaps had even resorted to cosmetic surgery, someone, somewhere, might recognize him one day. After all, that’s how John List, a New Jersey insurance salesman who killed his wife and mother in 1971, was arrested. He waited for two of his children to return from school to coldly shoot them, then attended his youngest son’s football game before shooting bullets through him at home. He evaded justice for 18 years until a co-worker recognized him from a report on America’s Most Wanted.
Rarely has a criminal case given rise to as many appeals as that of Ligonnès, because his stalking not only bewitches the police, it torments an entire country. More than 1000 reports, thousands of pages of depositions, letters, verifications. You have to imagine the miles of printed paper that this represents when they are stacked on a desk. The most recent: in July, after the broadcast of a Netflix documentary on the subject in the United States, the producers of the film claimed to have received an interesting lead in Chicago; but it’s just one more drop in the bucket. Xavier Dupont de Ligonnès has been seen in Annecy, Nancy, Cholet, Corsica (several times); on the side of a road, thumbs up, by a French tourist in Las Vegas; disguised as a chimney sweep in Nîmes; in a hotel in Cantal and in a pizzeria where he paid cash in a hurry; seen again in Germany, in Italy, and heard on the telephone by the reception of the psychiatric hospital of Troyes. Since he disappeared looking like the ordinary neighbor, since he was a representative and his profession has taken him to all corners of France, there is no less reason to see him in Mulhouse than in Roche-sur-Yon, and you can simply see him everywhere.

Extracts: “It was the same look, except that he looked very sad, in the west, but he had the same glasses as in the photo you are showing me”; “He looked like a man like everyone else, but there was something odd in his eyes;” “Yesterday, around 1:00 pm, I was watching the news on television on the TFI channel. I saw a report where an individual killed his children and his wife before disappearing into the wild. (...) Seeing the gentleman in the photo, I made the connection with the person whom I had crossed Sunday afternoon because he had the same smile.” At the Vauvert tourist office: “I hardly look at the news, but Thursday evening I saw the photo of Mr. Ligonnès, I had the impression of having already seen him, my heart was racing.” Between Carpentras and Avignon, when he comes back from the bakery, the manager of one of Nicolas Sarkozy’s brothers crosses paths with a man with a beige bob, which he is certain is the fugitive. “I flashed,” he says. “For me, there is no doubt. This is him.” Still more letters are sent to the police to offer them help. An amateur astrologer requests a copy of the suspect’s birth certificate to establish a birth chart, a woman in child-like writing recommended a great medium who had helped her find her daughter who had become a junkie in Marseille. A prisoner asked in writing to be sent to Guinea to go hunt him down in the jungle, attaching to his letter a list of the necessary equipment, including infrared glasses and a “samurai sword.”
With each letter, with each phone call to report a suspicious individual, investigators attempt to cross-reference the information. They patiently collect the testimonies of the depositors to know where Xavier Ligonnès was seen, if he was accompanied or not, what was his size and his outfit. Inconsistent testimonies or those referring to individuals who are too young (Ligonnès would be 59 years old today) and too small (he measures a little over 1.80 meters) are discarded. For the others, investigators check the CCTV recordings, when they have not been erased and when the cameras have actually recorded on tape. If the person has been spotted pumping gasoline, in a Géant Casino, or in a Courtepaille, they trace the means of payment used and seize the duplicates of bank cards. They give priority to the restaurants, especially the Buffalo Grill, Ligonnès’ favorite establishment. And when the trail is still hot and the dishes haven’t been done yet, they collect DNA from the plates and cutlery. A few months after the start of the investigation, the investigating judge in charge of the case will even be forced to ask them to slow down, the seals starting to take on the appearance of a china cabinet in a large restaurant.

The PJ of Nantes believed on several occasions to finally have in hand the winning ticket and to be on the point of intercepting Ligonnès. This was the case in Borgo, where a photo taken from the video surveillance of a supermarket in this small Corsican town was very similar. Upon verification, it was only a local. They believed in it even more in January 2018 when they were told that an individual with a strong resemblance to Xavier Ligonnès was at the Saint-Désert Notre-Dame de Pitié monastery near Roquebrune-sur-Argens. About twenty police officers raided and searched the premises until they came across Brother Jean-Marie Joseph, who certainly looked disturbingly like Ligonnès, but who was not him. In still other cases, the police were never able to “close the track,” and it is perhaps Ligonnès who was seen.
For example, in Lançon-Provence, April 26, 2011. That day, at 2:44 am, Mahjoub B., a handler by profession, parks his vehicle at the Total service station after the Lançon-Provence toll. He fills up, then goes to the store to pay. On his way, he passes a 45- to 50-year-old man, about six feet tall, who hangs out there between the gas pumps and the store. When he returns to his vehicle, his colleague asks him if he has seen the man, whom he is convinced is the one everyone is looking for, the one who killed his family in Nantes. Mahjoub then takes a new look at the individual, notices that he is wearing glasses, light jeans, that he has brown hair a little graying and a beard of a day. At his feet, four rigid shopping bags, one red, one white, one brown and one whose color he cannot distinguish. Inside the store, employees also noticed the individual. He’s been out for almost three hours. At one point, he walks in to ask for free coffee, as part of a promotion. Behind her cash register, Jocelyne H. notes a detail: he is missing a tooth. “The second on the left, I believe,” she says when heard by investigators. This is information that has never filtered out and yet, it’s true – a little detail, Xavier Ligonnès was missing a tooth. Little by little, the space has filled in, but you can always see it when he smiles. The images from the station’s surveillance cameras are confusing: if this man is not the one we are looking for, it must be his twin brother. At 3 a.m., the cameras show him hitchhiking by a Volkswagen Combi, which investigators quickly find. The driver’s name is Christophe B. He has not heard of the case, and he must be one of the only ones in the country; but Christophe is no longer listening to the news because, he says, “the news is bad all the time.” From the hitchhiker on the night of the 25th to the 26th, he remembers that he “did not smell very good” and that he had a growing beard. They didn’t discuss much. The man simply told him that he was coming from Paris where he had gone to see “his sick old father,” and that he wanted to take the train to Aix-en-Provence. Christophe dropped him off at a motorway exit, the 30 or the 31, between 4 a.m. and 4.15 a.m. The surveillance cameras at Aix train station allow you to get back on track. He is filmed on the forecourt at 6 am, he wears light pants, a dark jacket. He buys a ticket at 1.20 euro, free destination. Then we lose track.
Despite all the checks, despite all the cameras, it will be impossible to track this man perfectly resembling Dupont de Ligonnès, who could nevertheless have confirmed that he was, at least on this date, still alive.
How can one suddenly evaporate in plain sight, and how could a man who has collected chess all his life accomplish this feat? The XDDL mystery makes it possible to scaffold all the theories. These flourish in books, in docudramas and, of course, on the Internet. We imagine Ligonnès protected by the secrecy of a monastery, flown to the United States, where he can go unnoticed thanks to his English without an accent, or even on the escape alongside a woman he would have manipulated. The police officers in charge of the case do not work on theories or psychological profiles, but according to a scientific approach: they always start from a fact, which opens a track, which they then explore until the end, close, and move on to another. This method is also a way to protect yourself from endless guesswork, or insanity, but it doesn’t always work. Several times, the track looks like a highway towards the fugitive, and the police are convinced that they will finally close this investigation. But they end up stumbling upon the worst thing ever, as was the case with the allusion to Emmanuel Teneur’s sailboat: coincidences.
Coincidence number 1. When the Ligonnès C5 was discovered in the Formula 1 car park in Roquebrune, the night watchman informed them that two reservations had been made in the name of Dupont Xavier, one on April 5 and the another on April 14. The hotel manager then specifies that the first reservation was actually made for April 6. That day, however, XDDL was in Nantes, probably digging the grave of Thomas, murdered the day before. Had he thought of accomplishing his crimes earlier or had he reserved a room for an accomplice, who might have been hiding something for him? The videos of April 5 and 6 are no longer available, but payment for the room was made with a Crédit Agricole credit card. The number gives a name, Faiçal E., and an address. Could it be an accomplice? The checks are launched immediately lead to a man who simply used “Dupont Xavier” as an assumed name - like Ligonnès - to book a night in the same hotel, the same year, the same month, within ten days.
Coincidence number 2. The liaison officer in Miami launches research around the various aliases used by XDDL, for operations of “mystery shopper” or to stay in hotels. In the FBI file, he finds a certain Xavier Laurent, one of Ligonnès’s favorite nicknames, installed in Jacksonville, north of Florida. Jacksonville is not just any city. This is where Hugues, the cousin of XDDL lived, and it is also this locality that Ligonnès and his friend Michel Rétif declared to customs in 1990 during their trip to the United States. At the very end of the personalized letter sent to Michel on April 8, Xavier Ligonnès seemed to allude to it: “I will think about you there. (Not the right to tell you where, but you went there with me...in November 90…a clue to dig. LOL).” But this Xavier Laurent is another twist of fate: the police come across a certain Evan Shaffer, a petty criminal who has chosen this alias to commit crimes.
Coincidence number 3. Ten days before the crimes, XDDL reconnects with a childhood sweetheart, Catherine K., whom he met in Versailles in the 1980s. Between March 22 and 24, they exchange text messages and try to find a date to meet the week of April 12, in Chamonix. These messages intrigue the investigators, some answers seem surprising, almost illogical, and they suspect Ligonnès of having wanted to ensure a logistical relay in his escape. A little later, a certain Patrick O. reports having seen XDDL in the queue of a Sixt car rental agency at Nice airport on April 17, 2011. By peeling the names of dozens of people having rented a car that day, the police officers miss the infarction: in capital letters, white on black, appears the surname of Catherine, who would have rented a vehicle at 1:30 am. A few hours later, their heart rate drops again: it was only a perfect disambiguation.
Each coincidence causes the same chain of reactions. First a eureka!, the certainty of having finally found the tiny detail from which to trace everything. The police then cast their nets like fishermen on the high seas, telephone or banking requisitions, requests for listings, identity checks. Then they wait. It can last from a few hours to several weeks, and inevitably it is a burning, nagging wait, tense by the fear that the track will fly away. Finally, there is the immense disappointment and the obligation to face reality again: Xavier Ligonnès is still nowhere to be found, a track has flown again, and we have to hoist the rock up the mountain again. Those who have worked or are still working on the affair strive to maintain a cold, rational, police facade. But little by little, by dint of chasing a shadow - not even a shadow, a ghost - obsession lurks. One of them, a police officer with a professional Protestant pastor, now out of the investigation, still returned until recently to consult the investigation file every week, saying he simply wanted to put the 12,000 pages of documents in order. For a year, a criminal analyst has also been mobilized. He enters all the elements of the file in a software which digests them and spits out, perhaps, new threads to draw. In the meantime, the two police officers who are still following the investigation - one at the PJ in Nantes, one at the OCRVP, in Paris - “live” the case, as their colleagues say. Among these thousands of pages there is no doubt a clue that has gone unnoticed or, better, a lead that has not yet been explored.
Track number 1. Who typed “fraternité saint-thomas becket” on Google on April 3 at 11:34 pm, before clicking on a link in the Cité-Catholique forum? Is it the same person who, the same night at 2:01 am, from an iPhone, did the search for “communion state mortal sin,” bringing it to the same forum? On April 8, the user of this phone will in any case send the search engine the request “hello Chacou”, which will lead him (her) again to the Cité-Catholique forum. Chacou was one of the pseudonyms of Xavier Ligonnès. Investigators saw crazier coincidences, but still: can it really be someone other than Xavier Ligonnès, who himself connected to Cité-Catholique almost every day of his escape? The last article published on the site about Saint-Thomas Becket, an ultra-traditionalist fraternity which practices mass in Latin, dates from January 2009. It indicates the name of its founder, Father Jean-Pierre Gac, and specifies this: “Born in the diocese of Blois where there are two communities (…), the fraternity has also extended in the diocese of Toulon - a parish is also entrusted to them in Ollioules.” Ollioules is located six kilometers from La Seyne-on-Mer, where XDDL spent its penultimate known night, and 94 kilometers from Roquebrune. Jean-Pierre Gac was questioned by the police but claimed to have never been in contact with the fugitive. Investigators have always believed in the possibility that Ligonnès took refuge in a monastery in the Var. They considered to search them one by one, before understanding that there are dozens and dozens of brotherhoods and fraternities, that they are not always castles of the Purple Rivers but sometimes simple farms, lost in the hinterland. To mount a search, it would be necessary to ensure that they do not communicate with each other, and therefore to visit them all at the same time. The examining magistrate quickly tempered the fervor of the police and declared the operation impossible.
Track number 2. Xavier Ligonnès had two secret Facebook accounts. The first is named after his favorite country singer, Waylon Jennings. One of his nieces had also found him a month before the crimes, sending him a message, “but who is behind this nickname?,” to which XDDL had immediately replied “How did you manage to arrive on the Waylon Jennings Facebook profile? Too clever! Microsoft Advantage??? Kiss.” The second account concerns a certain “George Town” residing in Nantes and is linked to one of Ligonnès’ many email addresses, [email protected]. The police send a requisition to the management of Facebook in Palo Alto to obtain the creation and connection logs of the two profiles. The answer comes in days: the first was created in February 2010, the second in December 2007, when France had barely discovered the social network. Above all, the response indicates that Ligonnès connected to the two accounts on the night of April 4 to 5, between the first assassinations and that of Thomas. The profiles have since been deleted but suggest he could have used them to communicate with a third party. Catherine K., the youthful lover that XDDL contacted a few days before the tragedy, also reported to the police that she had been approached by a certain Philippe Steiner, whom she did not know, around May 20. He sent her a strange message, suggesting that they might have had a relationship in the past. When she went to respond, the profile had already been deleted. Today there are almost 100 Facebook accounts on behalf of Waylon Jennings, some are created and deleted every day.
Track number 3. When the Ligonnès family is having their last meal on April 3, 2011, around 9 pm, a young woman walks through the glass doors of the police station on Place Waldeck-Rousseau in Nantes. Originally from a small village near Vannes, Julie is a BTS student and comes to file a complaint: the Twingo that her father lets her drive has been broken into, probably during the night. There was not much inside, but Julie reported the theft of her car radio as well as the vehicle’s logbook, which she normally stored in a small Renault gray faux leather pouch. This same pouch was found on April 22 in the dresser of the Ligonnès living room where Xavier used to store his papers, during the investigation the day after the discovery of the bodies. The police did not follow this track: they put the break-in of Julie’s car on the account of one of the Ligonnès sons, Arthur, who had already been arrested for theft of a bicycle and driving under the influence of cannabis. But why would Arthur have taken the vehicle papers with the car stereo, and why would he put them in the middle of his father’s papers? And if the theft was committed by Xavier Ligonnès a few hours before killing his family, how can this be explained? Was he able to steal other identity papers to facilitate his escape?
In this case, it is always about cars. Those imported by XDDL from the United States, the Citroën C5 from the escape, the vehicles he claimed had been stolen over the years: the first at the Brest police station in 1998, while living in Pornic, a second at the same time at the Saint-Nazaire police station, and then again, in Nantes, on May 17, 2006, a Golf convertible finally found then sold a few months later to a mechanic, a friend of Cédric M.
Cédric M. is never far away when it comes to cars. He is also a mechanic, that’s how Ligonnès met him in Vannes a few years earlier. He is one of the recipients of the departure letter, therefore a close friend. He was even the first employee of the RDC. Ligonnès regularly went to visit him in Locmalo in the heart of Morbihan, a two-and-a-half-hour drive from Nantes. With Cédric and his partner, Renaud, they went to the local creperie. They had lunch there together on March 31, 2011, four days before the crimes. In the village, it is said that Ligonnès took care of the dark accounts of the “guys,” who have quite a reputation. Could he have built up a slush fund there that no one would have found until now? Cédric and Renaud’s garage is not indicated by any sign. It is at the end of a road. In the yard, wrecks of American cars and a goat on a leash. Inside, Renaud is working on a shiny yellow Cadillac. His attitude is confusing. He is angry with the police who have never come to question him when he is, according to him, “the last to have seen [Xavier] alive. But I will not tell you when, because that the date is important,” he adds before returning to his Cadillac, wrench in hand.
To date, Renaud has still not been heard by investigators.
At the same time, reports continue to flow.

Whether it is from lack of information taken when someone is tested or inability to get information from contact tracing. - Still see there is a disproportionate number of African Americans who are contracting COVID-19 when compared to their white counterparts. * This is also true for our Latin-X communities. - The disparity is starting to narrow, at least for deaths. - It is important that we know where COVID-19 is and how to protect ourselves. - At the regional level, we can see other races beyond the Black and White races available for parish data. - Where is COVID Spreading?

Explain the 14-day quarantine...
Gov referenced the need to quarantine for 14 days. As we do contact tracing and tell them they may have been exposed, we know that some people's initial urge is to go out get tested. More often than not its been several days since your exposure, so testing is reasonable. If you know you have been exposed today it is not advisable to get a test today. Regardless of being tested, 5 days after exposure and it is negative, you can still turn positive on day 13 or 14. Quarantining is for 14 days regardless of your test result. If you ae been exposed you need to do whatever you can to isolate yourself from other members of your household and certainly do not go out.
Why we are seeing cases in college universities when they are currently closed?
So there is a couple of data points that we have around that. One is that for the last week or so more than 1/3 have been from 18-29 certainly 29 or less. So that is the same population we would see around college campuses. The other point that I may is that even though the universities may not be open hey still remain centers of our community were people of this age group reside. A university draws a large group from that age range so it is not surprising to see an increase in those locations. Note it is 3 we have identified out of 84 cases. We are trying to engage college students to make sure our message is clear to inform them on the best ways to keep themself safe. Even though are seeing very few people are needing hospitalization and even fewer are dying but if you increase the number of people who are exposed in this age group the number of people who will be hospitalized or who die will also increase. We now have 25,000 active cases statewide, even if these individuals are in a low-risk group for bad outcomes for COVID, but anywhere anyone else goes there is a higher chance of being exposed to COVID-19 whether they are going to bar or a gym the likelihood of catching the virus is higher.

We definitely see most cases coming from population centers but from the beginning, we have seen cases coming from rural settings. If you look at the map every parish has cases, as we increase testing in smaller parishes we see increases in cases. Some of our smaller parishes rank highest in the amount of COVID cases and deaths in the nation. It is a problem that is truly statewide. This is not a New Orleans or EBR problem, we have COVID cases rises spreading everywhere across the state in the way we did not in March.
Are you tracking cases in prisons and correctional facilities? Why isn't this reported on the Dashboard.
We track cases wherever they come from. We want to know if they are from individuals that are residing in the setting or staff that work in a setting. We recently partnered with the CDC to do more comprehensive testing in a prison int he North, we work with the DEpt. of Corrections with their testing procedures, same on the parish level to help them support their testing. Individuals' locations are not identified to the public unless they are posing a risk to the public. If we take an example of the bars in Baton Rouge and were not able to identify everyone who had been there we did make a public statement. It is not mandated by the Federal government to be reported like nursing homes are.
How can we make restaurants safer
We always look at how we can make any setting safer. Recently we are looking at how we can increase enforcement. Having people in these settings to makes sure staff and patrons are doing what they can reduce their risk in these settings. Bars produce a particular risk. You may be leaning in closer to yell over sounds or if you are slowly drinking a drink you are not taking a mask on and off. We are visiting those sites.
How many new citations or violations have been given from the LDH
Data is not available. Normally we give a warning and then a follow-up visitation and if that is not corrected by the followup visit a citation is not ordered.
Are you planning to break up COVID-location exposure by regions
No. Anyone one of these settings you should assume it is going on in your neighborhood. What is more important is to make a self-assessment when you enter a setting if it is safe for you to be there or not.

Earlier you compared us to Texas. Texas is limited crowd size, cracking down on restrictions, and adding a statewide mask mandate. Are you considering limiting crowd sizes, adding restrictions, or instituting a mask mandate?*
Other states are considering closing bars and indoor dining. Seeing the surge in cases have you reconsidered the current restrictions on restaurants and bars?
I will tell you that we are getting the guidance directly from the cOronavirus task force as well we have done over 3,100 site visits over the last 10 days or so. Primarily working through the Free Marshall Office we are trying to gain more compliance with existing restrictions and are having success in almost every case. We will be starting our followup visits and if there are repeat violations actions will be taken there. In regards to 50% occupancy for on-premises dining, we are on par with what Texas is doing now. Our decision not to go into Phase 3 was the right decision. I can only imagine what the case would be if we removed to Phase 3. We are paying attention to all of these things and maybe making some adjustments to the restrictions. Currently, we remain focused on getting compliance with existing restrictions. If this proves to be insufficient to get our numbers under control we whatever is necessary to not put a strain on our hospitals. We are not there today but we are on-trend to get there.
President Trump says he wants all students returning to school for in person instruction, do you have guidance on what you would like to see with schools reopening?
First of all, I would hope aspirationally we want to see our schools open 5 days a week for in-person instruction, but at the same time, we have to balance the interest of preserving the health of students, staff, and faculty. We need to look at what situation is at any given time of the situation, particularly in advance of when that school year will commence. You will see school districts implementing even more measures to protect students, staff, and faculty. Under no circumstance do we anticipate a return to pre-COVID normal. Even if we have in-person instruction on campus it will not look like how it was prior to COVID. Not like to see school assemblies, students eating in lunch, students will not be coming into contact with people who are not their immediate cohorts. It is important to get students back onto campus not just for education but for nutrition, social well being, mental health services, and we have to remember that teachers and school counselors are mandatory reporters when they suspect a child has been subject to abuse or neglect. For all these reasons we ant them back on our campuses but we ate to do it safely. Only recently the CDC related a plethora of guidance. K-12 leaders are pouring over that now to make sure it is incorporated into our plans of reopening. Impossible to know on July 8th what it will look like or whether it will even be possible to open schools a month from now.
Question about fall sports and Senators Fields request that K-12 sports be cancelled for the Fall
It is a little too early to say on July 8th what this will look like. I appreciate the concerns of Senator Fields, that decision may be a prudent decision but we are not at the time where that decision needs to be made. WE need to know al little more and get a little deeper into the calendar before the decision is made.
Question about how Gov. Edwards feels about then comparison of wearing a mask to the holocaust
It is utter nonsense and sad. My best advice to anyone who wants to talk about any person or situation today and compare it back to the nazis or the holocaust is not appropriate. Certainly not in this circumstance where mask-wearing is recommended across the world now, including by our own Federal Govern and White House to wear masks to stop a disease that is highly contagious and highly lethal. It just misses the boat on all fronts to compare that to something related to the holocaust.

They wanted to assist going into those areas with additional testing, with the hopes of identifying more people with the coronavirus, put them into quarantine, and cool off these hot spots.
